The Scientific Citizenship Initiative (SCi) is thrilled to announce that we have received a planning grant from the National Conference of State Legislatures (NCSL). This grant will support SCi in developing the Massachusetts Science and Technology Policy Fellowship (MASTPF)—a program designed to connect scientific expertise directly with policymakers in the Massachusetts State House.

THE NEED

Massachusetts, despite being a hub for science and technology, lacks formal mechanisms for integrating scientific expertise into the legislative process. This gap has contributed to a decline in the state’s role as a policy innovator. The Massachusetts Science and Technology Policy Fellowship (MASTPF) aims to narrow this gap by placing scientists directly into policymaking roles, ensuring that decisions are informed by rigorous, evidence-based insights. Bringing scientific expertise into the State House will empower legislators to tackle complex issues such as climate change, public health, and technology regulation with greater confidence and precision.

There is also a critical need for career development opportunities for scientists interested in public service and policy. The MASTPF will provide STEM PhDs with a unique opportunity to apply their expertise in real-world policymaking, allowing them to develop skills in science communication, policy analysis, and civic engagement. This dual focus benefits both the legislative process and the career trajectories of scientists, fostering a new generation of leaders who can bridge the gap between science and society.

THE OPPORTUNITY

This one-year planning grant gives SCi the opportunity to prepare for the full launch of the MASTPF. Over the next year, we will focus on building an advisory board, developing a recruitment program, and raising the necessary funds to support the first cohort of MASTPF fellows in 2026. By establishing these foundational components, SCi will ensure that public policy decisions in Massachusetts are informed by the latest scientific research and create meaningful opportunities for STEM PhDs to contribute to state governance, addressing complex societal challenges.

BUILDING ON PAST EFFORTS

SCi has a proven track record of creating successful fellowship programs that connect science and policy. These past initiatives have laid the groundwork for the Massachusetts Science and Technology Policy Fellowship, and we are excited to build upon that foundation.
